Florida has more residential swimming pools than any other state, and maintaining that distinction requires licensed professionals with specific expertise. A Florida Certified Pool/Spa Contractor (CPC) is exclusively licensed to design, construct, renovate, and service swimming pools and spas. Building a pool is one of the most complex and heavily regulated home improvement projects in Florida — and one where the licensed/unlicensed distinction has serious safety implications.

What a CPC Can Do

Under Florida Statute §489.105(3)(j), a Certified Pool/Spa Contractor may:

  • Design and construct new in-ground pools (gunite/concrete, fiberglass, vinyl-liner)
  • Build above-ground and semi-above-ground pools
  • Install spas, hot tubs, and swim spas
  • Renovate existing pools: replaster, retile, resize, reshape
  • Install all pool equipment: pumps, filters, heaters, automation systems
  • Install salt chlorination and other sanitization systems
  • Build pool decks (in coordination with general contractors)
  • Install pool enclosures and screened patios (or coordinate with screen contractors)
  • Service and maintain pools and spas
  • Install pool safety barriers as required by Florida law

Pool construction involves structural engineering (gunite shell sizing, rebar schedules), electrical work near water (one of the most hazardous combinations in construction), and Florida's mandatory pool barrier safety laws (§515.27). Only a licensed CPC can legally pull pool construction permits. The inspections that follow each phase — rebar inspection before gunite, electrical inspection, barrier inspection — are the mechanism ensuring your pool won't crack, electrocute a swimmer, or become an unsecured drowning hazard.
